The Sustainable Development Fund was established in 2003 with an initial injection of $100 million to finance community initiatives that encourage sustainable practices and build public awareness of sustainable development. Administered under the Council for Sustainable Development with the Environment and Ecology Bureau, it prioritises applications from community organisations, with government agencies eligible only in partnership with a community organisation as lead. It remains listed on the Government's funding schemes register with invitations issued on a case-by-case basis.

Local organisations such as non-governmental and community organisations, academic and research institutes; individuals aged 18 or above who are ordinarily resident in Hong Kong.
