Established on 8 November 1968, The Community Chest of Hong Kong is the city's largest community-chest funder. It raises funds through more than 20 campaigns a year (Walks for Millions, Dress Casual Day, Flag Day) and allocates 100% of donations — with no deduction for administration — to over 165 member social welfare agencies across six service areas. In 2024/2025 it allocated HK$317.7 million to member agencies, plus designated funds such as the Rainbow Fund for emergency relief and the Medical Assistance Fund.

How to apply

Who can apply
Member agencies of The Community Chest: organisations must be registered in Hong Kong, have held Section 88 tax-exempt status under the Inland Revenue Ordinance for at least three years, and have provided direct non-profit social services to the Hong Kong community for at least three years. Designated funds (e.g. Rainbow Fund) may assist individuals in emergency crisis.
Application process
Organisations must first be admitted as a member agency through a vetting process by the Admissions, Budgets and Allocations Committee. Each year, member agencies are invited to submit project proposals with funding requirements; all requests are vetted for approval. Member agencies also submit bi-annual progress reports plus annual reports, audited accounts and management letters.
Deadlines
Rolling annual cycle: member agencies submit funding proposals each year for the next financial year (baseline allocations and project funding of 1-3 year duration); designated emergency funds respond as needs arise
